Last amended August 11, 2022, at a Regular Meeting of the Council.

ARTICLE I. Name

The name of the organization shall be “The Intercampus Student Council of the University of Missouri System” which shall hereafter be referred to as “ISC."

ARTICLE II. Purpose

The Intercampus Student Council (ISC) shall serve as a liaison body between the UM System President, the UM System President’s staff, and the student governing bodies of the University of Missouri System. ISC utilizes this relationship to bring the views and concerns of the students before the appropriate administration. The ISC serves to address issues from the President, the President’s staff, and any member of the ISC.

ARTICLE III. Membership

  1. The following universities shall be guaranteed membership in ISC:
    1. ˿Ƶ of Missouri St. Louis
    2. The Missouri University of Science and Technology
    3. ˿Ƶ of Missouri Kansas City
    4. ˿Ƶ of Missouri Columbia
  2. Each university shall receive two votes. The universities shall use their two votes to their discretion but one individual cannot hold both votes on behalf of their university. These representatives shall be the two highest elected student officials of the university’s recognized student government association(s), as determined by the vice chancellor/provost for student affairs or equivalent at the same institution.
    1. A recognized student government association, as determined by the vice chancellor/provost for student affairs or equivalent at the same institution, may select another of its members to serve as representative to the ISC if they so choose.
    2. Each university shall submit the names of its representatives to the Chair of ISC upon their appointment.
    3. Should a university have separate undergraduate and graduate student government associations, the president of both organizations shall hold one vote each and the vice president of both organizations shall serve as non-voting members.
  3. The Executive Director of the Associated Students of the University of Missouri (ASUM)
    shall have ex-officio membership and a tie-breaking vote in the event that the position of Student Representative to the Board of Curators is vacant.
  4. The Student Representative to the University of Missouri Board of Curators shall have membership and a tie-breaking vote.
  5. With a unanimous vote, minus one member, the ISC may remove a member for actions that could be considered detrimental to the direction of the organization.

ARTICLE IV. Voting

  1. All policies and positions supported by the ISC must be approved by all UM System campuses. No policy or position can be enacted upon without 2/3 approval of all present voting members.

  2. ISC Members may send proxies in person or via writing but must alert the Chair prior to the meeting.

  3. Quorum will consist of 2/3 of all voting members, excluding vacant positions.

ARTICLE V. Officers

  1. There shall be three (3) officers, a Chair, a Vice-Chair, and a Recorder of the ISC. The Vice -Chair and the Recorder shall be selected from any ISC members (see Article III) at the first meeting of each academic year. Each officer shall serve a one-year term. A simple majority is required to elect each officer. All Officers must be current members of ISC.
  2. The duties of the Chair will be:
    1. To organize and call for all general meetings of ISC and set the agenda for such meetings.
    2. To shall serve as the liaison between the ISC and the University of Missouri System.
    3. To prepare reports each semester to be presented to the University of Missouri System President and Board of Curators outlining the state of the student body on each campus and recommendations.
  3. The duties of the Vice-Chair will be:
    1. To assist in organizing ISC meetings and calls.
    2. Work as an internal manager of the ISC.
  4. The duties of the Recorder will be:
    1. To take minutes from the ISC meetings and report them to the ISC when requested.
    2. To ensure transparency in ISC functions.
  5. The immediate past-Chair of the ISC shall be an ex-officio member of the ISC. The immediate past-Chair will be a non-voting member of ISC.
  6. An officer can be removed by 2/3 of present voting members.

ARTICLE VI. Officer Elections

  1. Any person elected to an officer position in the ISC must meet the qualifications for Council membership (see Article III).
  2. Officers are elected at the end of each academic year by a simple majority vote of the ISC.

ARTICLE VII. Advisors

  1. The official advisor to the ISC shall be a designated representative from the UM System Office of Academic Affairs. They will help the ISC stay informed on system-wide issues and policies.

ARTICLE VIII. Meetings

  1. General meetings will be held at least four times per year, with at least two meeting per semester.
  2. Agendas should be made available one week prior.
  3. The President of the University of Missouri System or a designated representative should be invited to every meeting.

ARTICLE IX. Committees

  1. The ISC may, on its own initiative or at the request of the President of the University of Missouri System, form such committees as appear desirable of the collaborative functioning of the ISC.
  2. Individuals with special knowledge or skills who are not members of the ISC may be appointed to those committees as nonvoting members.
  3. The Chair will make committee appointments.

ARTICLE X. Amendments

  1. Any member of the ISC may propose amendments to these Articles in writing at a meeting of the ISC. If approved by at least 2/3 of the total designated votes of the ISC at the next regular meeting, the amendments will become effective immediately.
