The Clery Act is a consumer protection law that aims to provide transparency around campus crime policy and statistics. Each university has its own reporting procedures.  

Campus Security Authorities 

A campus security authority (CSA) is an official of an institution who has significant responsibility for student and campus activities, including, but not limited to, student housing, student discipline and campus judicial proceedings. If a CSA receives crime information and believes it was provided in good faith, they should document it as a crime report.  

If someone has significant responsibility for student and campus activities, they are a CSA. Whether or not an individual is paid by the institution is not a factor in determining whether that individual can be a CSA.
